The problem here should be an obvious one. Neither of these two have the same power set. You'd compare the Surfer to Takion, Captain Atom, or Major Force. You should compare GL Hal to Quasar, Starbrand, and other characters that use similar items of power. Hell, the Eye of Agamotto (however it's spelled) makes it easier to compare Dr. Strange to a Green Lantern than the Silver Surfer. In other words, stop pretending that the Surfer is weak because he can't do things that a power ring can do, because neither Zod, Captain Atom, J'onn, Firestorm, accompanied by a shit-ton of other characters can either.
