Buu's just toying with him. Next page, he'll probably form over 9,000 (couldn't resist ^_^ ) more bodies, as Goku is inside Buu's body taking on a tiny piece of him.
Kaioshin might try attacking his body while he's occupied, for all the good it'll do.

Well to be fair he did say that he purposefully tries to make things more challenging for himself on purpose during his fight with Piccolo. Stands to reason he would do the same against Cell Jr.
