I like Q99's updated list.

Here is my list:

1. Hashirama
2. Minato (I think Minato could take Hashirama 1 on 1, but Hashirama is overall more powerful...he can take on entire armies like Muu, Onoki, and Sandaime Raikage...but so can Minato. It comes down to on panel claims, imo).
3. Hiruzen (I'm going to ignore power creep and stick with the "canon interpretation"😉.
4. Sandaime Raikage
5. 2nd Mizukage (It was a tough decision to put him over Muu).
6. Onoki
7. Muu
8. Tobirama
9. Gaara
10. Mei

If Naruto were Hokage, now, he'd by #1 on the list, imo.

Hiruzen is rated purely as an old guy- in his youth, I expect him to be pretty high up there.

This is true. And Madara is NOT aware of the power that Hiruzen or Minato had. Madara's boner for Hashirama may not be as large had be been around to witness what very powerful hokages were like...

With Prep, Minato could place a kunai in very strategic places...as well as seals on everything. Then store some chakra up at strategic locations for "collection" later. He could then take on the entire world or do something drastic. That's with prep. That's not something Kabuto or Oro could do, imo.

So...I'm saying that "with prep" should not be included. It took years to collect all that DNA for the Edo bodies.
