I don't think Izanami is enough to warrant a bump, It requires a fair amount of setup that isn't too hard to interrupt and has a high cost.

As for Kabuto, just haven't gotten around to it. Let me make sure I have all the suggested ratings correct:

I agree with your assessment of both Itachi and Kabuto. Kabuto currently has very little weaknesses and probably would have had a better defense for Izanami had he known that it works even without vision. His summoning of essentially every great ninja Orochimaru ever captured makes him pretty damn powerful and according to the wikia, also amped his chakra stores.

I wonder if Itachi is going to be able to talk some sense into Sasuke now that Kabuto is under Izanami. Maybe convince him to stop being a douche. Also, why don' they just kill Kabuto? I know that it wouldn't break the resurrection jutsu , but at least he would be out of the picture. the people can still be sealed so the alliance doesn't really lose much, but they would gain an advantage by not having someone as powerful or cunning behind the scenes anymore. I think Madara will be able to free himself any somehow so I think they will have to deal with him even if they undo Kabuto's jutsu. i think he could be the main villain now. That would be pretty cool.

That's not entirely true. I made a different list that is a bit more granular and has fairer ratings. We don't have to use Q99's list. We can make our own. Q99 has stated so multiple times. I asked to ensure I did not offend before I made it: Q99 still did not care.

there are some characters that are true benchmarks but the rest are situational and/or plot (and thus match-ups in the manga) hinders their true ability to even get a fair ranking
