Clearly, there is a problem in part 1.
However, the impact/destruction of Minato's is still greater than any done by any one rasengan including the wind-rasengan Naruto released against fake Itachi.

No, it just shows that Part 1 Naruto is by far physically stronger than Jiraiya.
There is no other explanation.

Izanami really kinda sucks against some people, doesn't it?
I mean, imagine using it against Minato or Killerbee or current Naruto.

Even if they managed to pull it off in the first place with is, y'know, pretty tricky. I guess they'll still be in it for at least one repeat, which means they can be stabbed, but still, not frightening against a foe who knows themselves.

Basically it's a way to counter Izanagi, because even if you set your reality, you just get trapped in a loop.
The loop ends are defined by you feeling the same sensation twice, like getting stabbed twice or what have you.
Honestly the idea of Uchiha overusing it strikes me as short-sighted. I mean, sure, you can go into a battle pretty confident you'll win as a result, but it costs an eye. To develop an entire counter-technique? Pretty excessive.
Though I do wonder if activating Izanami means you make it so that your target never really uses Izanagi (i.e. they think they do, but then they're just loop back to before it happens, so you save your buddy their eye).

It seems excessive to me, as well.
However, they may have had genetic degradation over the years. They may have been able to spam it, repeatedly. They may have had greater mastery. They may have been able to use it dozens of times.
Of course, I am not one to apologize for poor writing or gross oversights.

Eh, Itachi did talk about it being used in great battles and mentioned the losing eyesight thing. No direct signs that they, individually, used it more than once or twice each (or more with eye implants. I wonder if Uchiha used eyes of their dead back in the day... now that could explain it).
I think it may have been a "Uchiha ninja grew too willing to engage in great battles knowing they had it as a fallback, thus they'd rampage and such perhaps not actually using it in many cases but knowing they *could*, and it was hurting the clan because of how short-sighted it was, so someone came up with this counter," thing.

They'll have to first realize that they are in a loop, and then figure out the way to escape the loop, all of which will go on for longer than just one cycle. Minato's the only one who'll be able to figure it out quickly

But wouldn't Naruto and Bee's buddy-buddy relationship with their biju be able to counter this genjutsu unless the biju were also trapped in the loop?
And Izanami would clearly be ineffective towards Minato.
So....Itachi still hasn't explained how he's going to end Edo Tensei; Kabuto's still fighting the Uchiha bros with his eyes closed.

It was more of a "We have to develop a powerful enough counter that can be used to trap people who wouldn't fall for eyesight genjutsu."

Genjutsu can still work on Jinchuurikii in complete control over their Bijuu. Proof of this is Yagura.

It varies between users. Tobi for instance can make it last for around 10 minutes, whereas Danzou's lasted for at most a minute, and each of his eyes seemed to have different durations. Not saying regular Uchiha could use it for 10 minutes of course, but prolly more like a minute or so. They were supposed to have powerful chakra after all.
Yeah, Izanami was barely foreshadowed, even though most knew that it was around the corner once Kagutsuchi and Izanagi were introduced. Kishi likes using Shinto gods for Sharingan techs.
Also, just be glad his eye isn't regenerating thanks to ET, even though it should. Izanami spam would have been hax, never mind Izanagi spam.
