anyone else notice the massive plot hole where tobi could simply remain hidden and use the stored chackra to make the ten-tails without interference? this fight with naruto and bee isn't necessary as he stated himself to make the genjutsu he just needs what he already has.

He said he wanted to revive it in top form. Which is enough of a reason for me. If it weren't for Naruto and Kurama becoming the best friends ever, he would have succeeded by now.
That and the manga has been implying Tobi losing his cool for a while now. The thought might genuinely never occurred to him lol.

Take that statement to be kind of a deadline Tobi is setting for himself. He is going to try for one day to capture Naruto and Bee and if it doesn't work then **** it. The Juubi is coming back within 24 hours, preferably complete but if not then oh well.
This actually suits his character in my honest opinion. At that point he'd not used the Zetsu startegy. That's a lot of wasted time and effort for a villain if it amounts to nothing. He knows the plan will bring Naruto out because the SA will have no alternative. He also knows it's possible that the SA, at the time, might kill Naruto just to stop Tobi. If they did, this would just cause Tobi to get mad and summon the Juubi imperfectly since he isn't going to wait anymore.
But what he wants is for things to go smoothly. Example: He was mad when Nagato betrayed him, even though he says Sasuke is effectively his backup. But instead of being smug like "Haha Naruto, your boyfriend's my backup" he's legit angry about it. That might be the first time he'd been angry on screen.
Now this is just my own interpretation and you can take it or leave it. But Tobi doesn't get smug about back up plans because that means his original plan ultimately failed. Which is why he wants to revive the Juubi in full. The minute Kabuto revived the Kaku brothers, he effectively had his backup. So he's going to wait one more day and see if he can still get the first plan to work. This retroactively makes a lot of Tobi's actions make more sense to me: Why is he running when he finds Naruto? Why does Tobi run when he can just port? It wastes times. Why does Tobi wait until his Zetsu's are finally stopped before stepping into the battlefield to fight Naruto head on? It wastes time and Naruto's chakra. The moon is getting ever closer and Tobi would rather have them captured at nightfall so he won't have to wait any longer. When he makes the declaration that the Juubi will be revived, he has hardly any disadvantages. Kabuto still has quite a few Edo Tensei guys(Itachi still being under his control), Sasuke is where he needs to be, the Zetsu are about to demolish the SA's forces, and Naruto and Bee are currently headed towards a LONG day of fighting. Is it better to just revive the incomplete Juubi now instead of taking the risk? From a strictly logical perspective, of course. But from Tobi's point of view, I don't think he'd want to. I mean now he has lost Kabuto, the Zetsu are gone, and Madara is more than likely still around. Now he has no choice in the matter really.
But hey, that's just my two cents. Alternative theories include "Wanting the full Juubi in case he'd have to fight Madara" or "He's considered the possibility of what would happen if a revived Juubi is incomplete and he's just come to the conclusion that this will probably work." Or it could be a plot hole. Those do happen.
