Kimi had it when he was a kid with no real practice. Haku was able to do it without any type of training though his being the way it is it would probably take a lot of skill to make some awesome jutsu out of it like Crystal Ice Mirrors. And then Byakugan everybody and their mother seems to have, and even weaklings like Hinata can use the to their full extent.
I wouldn't say that, Neji seems to train to increase the range and locate hidden things better. Like counting birds within his range as quickly as possible. Though it is one of the more straitforward, and even someone not combat skilled could practice the sight parts up well.
Kimimaro and Haku had both been training under masters when we saw them at their best. Kimi may have had it as a kid, but probably didn't have all of the same tricks back then.

Remember that nothing that Sasuke or Naruto did could scratch the mirrors until Naruto went fox.
What matters is how chakra-reinforced it is, those ice-mirrors were hard as heck, and that was only with Haku's fairly young chakra, they'd only get stronger with time.
In general combined-nature kekkei genkai tend to produce strong results, Tenzo and even Danzo went to wood for defense over any of their single elements (even Earth in Tenzo's case) against strong attacks. I kinda suspect there's some reinforcement effect from having two chakra combined.

Are you factoring in Kimimaro with the CS? Because using it, then Haku really has no chance...
I was. I don't think he has enough ranged punch without it (bone bullets are only a handful or two at a time and fairly small), and Haku's not someone who's easy to get into melee.
Keeping in mind, we're talking a several-years-older master Haku.

It did let him pull stuff like the 'forest of spikes', and generally more chakra helps everyone. More bones, more attacks, more strength and speed, etc..

Speed of the various people mentioned by databook:
Lee- 4 (getting up to 4.5 post timeskip)
Kimimaro- 4.5
Haku- 4, which would not include mirror porting
Chouji- 1 (eventually getting up to 2, post timeskip. Definitely not one of the fastest)
Sasuke- 3 when he fought Haku, 3.5 after the chunin exam training, 4.5 post timeskip
So Haku, post-timeskip, would almost certainly be able to reach 4.5, and since it's his speciality maybe 5, plus a boost from the mirrors.
Let's not forget Sasuke couldn't even track him before the Sharingan manifested.
Though when talking about Haku's strength, Kakashi must've been talking about his potential and/or figuring they probably wouldn't run into Haku again, just hyping him up to stroke the fires of ambition/competition. Because yea, Haku was the third person in that fight.
