The fox said "chakras", not "chakra". Meaning, multiple. Meaning, both Naruto and Kushina. That matches with what we see on panel: a shit ton of chains coming from Naruto and one chain from Kushina.

Where exactly do we see one chain emerging from Kushina? Some of them seem to emerge from Naruto. While the rest seem to emerge from the water. At first I thought the chains were just being 'embedded' into the water, which if it true, means that all the chains come from Naruto.
Otherwise, it's 7-4 😛
Also, Kushina isn't on the battle field, she's somewhere else, likely deeper within Naruto's sub-conscious.
Also, on the very next page of the SleepyFans version, Kushina states "Minato included my chakras..."
Stickman's right when he said that 'chakras' and 'chakra' are often used interchangeably, in certain translations at least.

Konohamaru should ideally be in at least B IMO. He already knows how to use the Rasengan and the Kage Bunshin at the age of 12 (just like Naruto), and made use of them to defeat the Naraka Path.

Konohamaru's still a genin and Ebisu still a special jonin. Two good jutsu (and noteworthy, a very small rasengan. His chakra's likely not very exceptional yet) shouldn't make up for the increased experienced and being more well-rounded (though granted we haven't seen Ebisu do a lot).
B's pretty much the chunin level, with special jonin mostly split between B+ and A- ranks. Even an exceptional genin should generally top out at B-, and often C+ (back in the chunin exams, I'd say most of the rookie 9 were C+s).

And this would be the first time I've seen "chakras" used to refer to only one person's chakra in a Naruto translation. Unless Kushina has different types of chakra in her body (for example, Naruto has two types of chakras: his own and the Kyuubi's), then it is as you say: a translation preference.

In terms of demonstrated combat ability, yes. Ebisu's a tokubetsu jonin that specializes in training ninjas. He probably only has a decent level of combat ability, but a lot of knowledge (theory). Whereas Konohamaru was able to fight and temporarily KO a Path that Ebisu lost to.
Learning the Rasengan and the Kage Bunshin at such a young age isn't a small feat as well. (he learned the Rasengan when Naruto was 12, so he was around 8 years old)
As for the Rasengan's smaller size, it could probably be due to the fact that he uses Naruto's style, and he had 2 other Shadow Clones out. Not to mention, he's still 12 years old, so he should have an average level of chakra.
Fair enough. Most of the rookies should be in the B ranks. IMO, only Neji and Lee should be in the A ranks. Probably A for Neji, and A- for Lee. With his 5 gates unlocked and everything, he should probably move up to A+.
Judging by the databook info, Ebisu has good combat skills too (solid in ninjitsu, genjutsu, and taijutsu), he can apply the knowledge he has, it's just his physical abilities/chakra reserve that are quite low so the effectiveness of his moves are lesser. He's a teaching specialist, but he's more than *just* a teacher or he wouldn't be a squad leader, he'd stay in the academy, right?
Hm, I guess the only jutsu we've really seen from him are anime only (both shadow-clone and great fireball techniques).

Lee's pretty narrow in powers. I think due to lack of versatility, he'd effectively be a B+ were it not for the gates, but with them, yea, his average goes up to A-. Neji, agreed on A.
