Well, if you think about it, at first, we thought that Tobirama was only good at Water Jutsu. Now we've found out that he was the first user of ET, and was good with S/T jutsu. So it's possible that Hashirama knew other stuff as well. Still, Tobirama's way cooler.

Oh yeah, Sasuke Sarutobi. He was better than any Kage uhuh

Otherwise, I think the Senju were relatively equal to the Uchiha. As for the Hyuuga...😛
They were supremely jealous of the Uchiha, and wanted to make their own village. But when no one wanted to make a Village with the Hyuuga, they went to Konoha and asked to join. 😛

Most ruthless of the Kages? Nahh, that honor would likely go to Gaara's father, who did not hesitate to kill his wife in order to seal Shukaku within his son, and later ordered hits on said son. Granted, Gaara was mentally unstable at the time, but still.

Well we've seen a watered down Shodai though. Yamamoto, and he doesn't exactly have much going for him besides wood. 😛 Eh, if Shodai's anything like Yamamoto then he's cooler.

Eh, technically Gaara didn't become mentally unstable until his Uncle tried to kill him. If his Uncle had been there for him, and not really had hated him then Gaara would've come out better.

Even with just wood (+the odd earth and water jutsu) Tenzo's pretty solidly on the jonin level (A+ nin I'd say). It's a very versatile and powerful style, an even more powerful version if it + some more diversity is going to be pretty awesome.

Likely every Kage we've seen so far has been ruthless, barring perhaps Mei (I think she was newly appointed as a Kage) & Hiruzen. It's also probable that the two mentioned could have been ruthless at some point in their past, after all, they are first and foremost, ninja.
Tsunade hasn't done anything that seemed ruthless, but she strikes me as the type of woman who wouldn't hesitate to kill anyone who put her loved ones in danger, much like Minato. Dunno if that qualifies as ruthless.

Also, yeah, I forgot about Yagura.

Indeed. Madara states that as the Uchiha grew more famous, they made more enemies. The same should have been true for the Senju. A leader with Hiruzen's qualities and ideals wouldn't have gotten the Senju very far in that time of warfare.

Course Gaara's flying might give him a nice advantage against Raikage. lol

Raikage will just jump hundreds of feat in the air like the Hulk and punch Gaara's head off. And if Gaara uses a shield Raikage will just punch through that too since lightning > earth.

Yeah. To be honest, I was reading over the first Shipudden arc where Sakura was actually good, and I felt sorry for Gaara. I miss those kind of arcs. Meh, it's all cool now. He is basically what Sasuke could have been like had Sasuke not continued to stay emo.

I think Mei might be weaker.
Gaara's sand is also fast. Raikage's ass was about to hit Sasuke's Enton, but Gaara's sand appeared instantly and stopped both the Enton and Raikage's leg.

Then again, incredible speed had been Gaara's weakness, but I don't know if that is the case now.

About Gaara's sand defense:

If just his free flowing sand stopped the Raikage, that means he isn't as stong as people think he is. Come to think of it, hes just really fast and slightly stronger than average. I mean, what did he do that was so strong? The small crater he made with Sasuke? There's a half dozen other characters that could do something bigger.

Stopped by Gaara's free flowing and? Weak. Genin were getting through stronger defenses of Gaara's.

I think I've pwned the Raikage's awesomeness, now. NO MOAR FANBOYISMZ! Bee is still awesome, though.

Eh, Mei comes from Mist. She's probably had to prove herself. This is the land where Zabuza, and Kisame come from after all. Even if she does have a dual kekkai genkai that alone wouldn't be enough to get her Mizukage position. Tsunade wasn't even the strongest in Konoha when she got the position of Hokage though. And even though she may have been out of practice when she first got the job she still technically lost to Kakashi level character....in taijutsu...the skill Kabuto admitted he sucked at. lol

😛 That's why I said flying. Raikage's super fast reflexes won't help him much when Gaara's flying thousands of feet in the air, and attacking him with the ground.

Haha Well Gaara's sand has only ever been pierced through. Brute force has never been of any use to it, and that's all Raikage has. Raikage can just out speed the sand.

Agreed. To have taken charge in such circumstances, coming off the Bloody Mist era, requires a certain strength and ruthlessness.

Especially since we know Kekkei genkai users suffered discrimination.

Though a lot of that was her psychological weakness (which she's since beaten), and he used drugs to amp himself up to have a speed edge.

I'm guessing she was holding back because she knew she'd have to deal with the more fearsome Orochimaru next. She didn't really use any big jutsu on him, Tsunade seemed to think him a foe that could be dealt with purely by taijutsu instead of pulling out the stops like she did against Orochi (activate the regen technique and those scalpels become nigh useless), and that nervous system chop would've finished most ninja too.

Jiraiya's stronger, but Tsunade's still quite fearsome.

I think Tsuchikage might be the current weakest due to age.

Didn't Jiraiya say her healing abilities were decisive in the Second Ninja World War? Tsunade strikes me as having the best strategic talents, that Katsuyu jutsu she used during the Pain invasion could clearly turn a major battle, providing both into and healing to a huge force.

Well, to be fair, that Liger Bomb against Sasuke was supposed to be a sure-kill technique. It's only thanks to Susano'o that Sasuke became the first person to survive the attack. Which is why I said that incredible defense is Raikage's weakness in battle. That, and his hot temper.
And only Susano'o is supposedly better than Gaara's sand in terms of defense.

Ahh, true true. Also, we didn't see everything she could do. She can use Boil and Lava Release, in addition to Fire, Earth & Water jutsu. Looks like she is an element specialist. A better one than Kakashi most likely. She should have had the Sharingan, then she'd be uber.
Yeah, Tsunade is relatively speaking, weaker when it comes to direct combat. She can still hold her own though. I wonder if her strength could get through Gaara's sand.

His supa dupa reflexes would help him avoid Gaara's attacks. 313

gaara's techs are not earth style therefore wind > lightning (or whatever the hell it was)

Dudes, Sand is likely some special element or medium, like Konan's papers. I doubt it's either Wind or Earth.

The one who'd b best against Gaara is probably Mei. Sand's not going to block acid clouds too well, and lava'd blob it together and make it hard to use too.

I like that if you take a list of the Kages and rated them in personal combat and separately in strategic usefulness, the two ratings would be a lot different.

Between Gaara and Mei, I believe it would come down to the environment they're fighting in. Closed spaces would work wonders for Mei while being outside and in an open space would be preferable to Gaara. Between the two, Gaara is probably the weaker, if only for lack of experience and Mei having better techniques in my opinion. Raikage kills both of them though with ease.

Raikage is number one in personal combat to be sure, he'd likely beat Mei with just some minor lava burns unless she has something else up her sleeve we haven't seen to make it a better fight. Terumi looks like a ranged-based fighter.

I think he'd have some trouble getting through Gaara's defense though, being mostly impact based and all, though he'd probably win on experience.

He wouldn't have any trouble with Gaara. He would just be way way too fast, like Lee with gates, but unlike Lee he'd win because he can actually maintain that speed level without getting hurt.
