That random cloud nin was focused on Hinata, which is why Hiashi was able to kill him. After just seeing that random cloud nin, Hiashi was really frightened of the Cloud nins, which is why he let Hizashi take the fall. 😛
The Uchiha threw Madara out because he was too dumb. So they are much smarter than Madara. 😛

On the ninja ranking thing I was talking about before, I'm going to chart out Temari and Kankuro's progress.
Where they start out, they're well above the others in the chunin exam with rare exception, they are without a doubt chunin-level but held back as part of a plan. Most of the Konoha 12 are at least C-, some are C, but those two are definitely C, Temari possibly C+.
When they show up again in the Retrieval arc, their level has increased even further, at least as much if not more than most of the Konoha ones. Temari has a super summon that gives her more destructive power than any of the genin/chunin we've seen, Kankuro uses multiple puppets at once now and is better with them. Probably B rank at this point, maybe even B+, they really handled their foes easily.
Post-timeskip, they're both jonin, though Kankuro didn't do too well in his first fight (Sasori knowing all his mechanisms being part of that, though), though is notably doing three puppets at once now, fairly impressive stuff. So he's probably an A-. As-of the Kage meet, though, he now has Sasori himself as a puppet too which powers him up to A. Temari doesn't get to show off as much upgrade, but her precision has definitely improved, which combined with her previously shown raw power probably means she's an A as well.
They aren't the strongest jonin, but they're fairly badass.

Or the fact that he's incredibly hard to kill or hurt thanks to his Water Form. (Though Raiton users have an easy time incapacitating him)

Lesse, I think I'd be a fair bit stingier with the rankings.
A+ is 'high jonin,' A is 'solid jonin,' and A- is 'still a part of the jonin level which is badass' after all. B's sorta split between special jonin and the top of the chunins.
All for post timeskip versions:
I'd put Suigetsu at A. Honestly I think Jugo's a bit stronger. He was doing surprisingly well against Raikage, able to actually block attacks, had his big chakra beam, and seems more physically powerful. Both good As.
Torune and Fū I'd drop the + too. They're very deadly, but don't have much variety in jutsu from what we've seen. Most of the fathers I'd also put at simply A.
I'd put Anko, Sakura, Sai, and Shikamaru at A-.
Ebisu, his combat power is really low for a special jonin, so possibly B-.
Karin, I'd say C honestly, her combat power is low, we only saw her beat up some prisoners, and she avoids a - mostly for her support powers. C+ at most.
C is the main level for chunin, after all.
Hinata and Choji and Kiba, I'd put them at B-, and Ino C+ due to the difficulties of using her jutsu in combat (but it is generally an insta win if it works so more than Karin).
Konohamaru is a genin with two above-genin jutsu, so I'd say C-, which is impressively high for his age.

Good points, the only A-ranked jutsu Anko used was a suicide one. Hm, maybe Sai at B+ too...
If Anko used her cursed seal I think it'd be easier to put her in A, but she really doesn't.
Minor sidenote, I bet the speciality of her special jonin rank is tracking- she noticed Orochimaru and was Konoha's pick for hunting down Kabuto (plus Danzo wanted to eliminate her out of the tracking team).
It really is hard to resist the temptation to bump a character one likes up higher.
