Juugo may be more physically powerful, but he's slower. He definitely has more raw power to dish out than Suigetsu does, but Suigetsu can and has kept up with Juugo in a melee battle. On the flip-side, Suigetsu is almost impossible to kill or injure thanks to his Liquid form (without Raiton jutsu). The Hachibi's blast KO'd him. I think Juugo's blast would just stun him a bit. Then there's his speed which is pretty fast. If there's a lot of water around, I think he could very well go into S class.

If Konohamaru shows more jutsu/excellent taijutsu/very high speed for his rank, then he'd be C+, but until that point, just C.
Most of the Konoha 12 during the exam were likely C- for comparison, and several were Ds.

this one is basically about how madara is going to prepare for the upcoming war.naruto, gai, and the other ninja are still on the island except for B who went after the shark. as he's gone gai starts to get the bad effects of using the 8th gate, and the others try and help him out.
we find out that the island is so well hidden because it's actually on the back of some gigantic tortoise, so putting it on a map is pointless.
bee and naruto are ordered to stay there cause the danger is growing.kabutomaru is trying to prove he's trustworthy so he says he'll capture the kyuubi and hachibi, and then boldly says that he too wants shodai cells, but if madara declines he'll settle for zetsu's.
madara says that he'll give him a zetsu cause that's what he's got handy and he plans on making him stronger, since zetsu is apperantly 95% of his army and has 100,000 zetsu troops (you see a shot of them in their cave hideout, and there are a phuckload of them). madara explains that he had to use chackra from gedo mazou to make the army, and it will delay his plans since it must have been a lot of chackra (mazo is alive apparently cause it can goddamn move 😐 ). kisame's intel said the shinobi allegiance had 80,000 ninja so he created all those zetsu to fight them.also.....madara has a clone of shodai in his hideout, it's mindless but he says he made it from stolen cells. the phucker just comes through a wall 😐
the kage alliance start making moves and stuff, and tsuchicage and gaara (on sand) head out
kabutomaru gets on deidara's bird art (w/ deidara zombie) and heads out himself

this kinda confirms what i was thinking about a link between yamato and tobi. zetsu even seems like a product of the same process that made yamato, but obviously to madara's specifications, he might not even be a real ninja, just a frankenstein's monster type thing
yamato shows up in the manga around the same time also, and something's always been fishy about him

If we must, I'd rather it be for the lower ranks only. For the higher classes (A or B onwards), we can just relegate the weaker ones in the class to the lowest positions.
After all, the lower ranks is where we need variety, as there will be tonnes of ninjas in those ranks.

Not to mention, there's no other Black Zetsu visible. All the Zetsus seem to be white. Perhaps Black Zetsu was the original one.

Even in the higher ranks I think the variety helps. We have around 20 in S after all, and there is quite a variety in their strength levels.

Probably a large chunk, though I'd think a bit less than that.
By the fanbook, Kumo and Iwaka both rate 4 stars in military, Kono and Kiri 3, and Sand 2.
Though in population, Konoha has the largest pop base, so they can likely crank out new genin the fastest if push comes to shove.

Sidenote, I'm going to guess that 90% of ninja and samurai are just Genin-types who are assigned to guard stuff and do routine patrols throughout their main nation.
If Gaara can still do his sh*t with the sand Tsunami's and Naruto and B can still do their small city busting attacks, then what is the problem?
An army of 50,000 is quickly destroyed with just one of those 3 attacks I mentioned...especially an army of relatively weak Zetsus. They can't be that versatile.
Then, you have the sensor and sniffer types that could easily track down every last one of the Zetsus. It seems to be a pointless army when less than 10 shinobi can take out every last Zetsu.
