It might or might not be possible, we don't know the requirements or what Madara did to give Nagato the eyes.

i agree, the Hyuuga don't need to look into the eyes of an Uchiha, but can still see them, so there's no way tsukiyomi or any other genjutsu will work

Well, all seriousness. Genjutsu wouldn't really be very effective against them. Great chakra control, plus Byakugan has been said like twice to see through genjutsu anyway. Course Tsukiyomi is a different story...

the hyuuga come of being strong as shit on average, the uchiha just have far more powerful individuals, but just a handful of them
