Fuuton makes Katon stronger, and if a Katon jutsu is used against a Fuuton jutsu of equivalent scale, the Katon Jutsu wins and becomes even stronger. Could the same happen with any of the other Elemental interactions?

More modifications, mostly at the lower ranks- I bumped down Iruka because, cool though he is, he hasn't done anything, added in some of the other genin and chunin we've seen in combat, etc..
I want to put in more Ds, but most of the genin we've seen don't even get a name. People like Shigure's team that Gaara murdered, the two grass nin sent to muscle Gaara into throwing the exam fight, and most of the other genin we've seen. Most genin we know are some shade of exceptional.
Aside from that, I just did minor alterations that have been talked about, like putting in early part 2 Kakashi, One-tailed Naruto, and so on.

IMO, the Stats can be ghey, so I don't pay them too much attention.
Also, B- is good for Chuunin Exam Gaara. One of the few reasons I'd out him in B is due to him turning into Shukaku (proper), but that's not exactly his power since he isn't in control. Though he could be B due to his partial transformations.
Naruto post Rasengan training is the one who is too low. He should be in at least B-. In addition to the Rasengan, he can summon Gamabunta (for crying out loud), and Gamabunta somewhat respects him.

If it weren't for Hinata's timidness, I think Chuunin Exam Hinata was better than Chuunin Exam Sakura.
Exam Hinata was pretty good at taijutsu, though, while the only things Sakura showed over her was being better at replacement jutsu, genjutsu breaking, and brains.

Hm, perhaps lowering Hinata would do, but she's got the great scouting power of Byakuya, a very strong support power, as well as solid taijutsu, so I'd keep her at D+ at least for the support aspect. And she got over her timidness in pretty much the first fight we saw her in.
Who else would fit in plain D...? By the time we met most of the Konoha 12, they were preparing to move up in rank so almost all of them are at least D+.
And the demon brothers seem low, for chunin anyway.
I was thinking of how Sasuke was able to do in melee with the both of them, and how the poison they used was weak.
Then again, they did have that water-ambush move, and had pretty solid coordination... so yea, maybe they do belong in C-. Still fairly weak for chunin.

No, but the S-T Jutsu is centered on his right Sharingan, so it probably is required for the S-T jutsu. So far, it's been a very huge part of him, such that some people would think he's useless without it.

You don't find it wierd that you listed one and only one thing Hinata has going for, then proceeded to list three things that Sakura has going for her, yet you believe the former is superior to the latter?

That and other basic movies like shadow clones. Not to mention excellent chakra control to increase speed and such. And she still packs quite a punch in part 1.

Yeah...that seems fair enough. Start of the series Sasuke was pretty strong. Stronger than a lot of the D+ I think.

Byakugan and taijutsu, which I should really say is taijutsu w/gentle fist.
And those two things are frankly better- genjutsu breaking is a minor purely defensive trick that byakugan helps with anyway.
Byakugan is a versatile ability with many strong uses- long range scouting, detecting ambushes, avoiding being attacked from behind, detecting genjutsu, etc.. It's useful at pretty much any level.
Taijutsu wise, Hinata's provides her with stronger offense than Sakura has, and even basic gentle fist allows the rupturing of organs and so on.
Sakura's early stuff are all basically components- pieces that can eventually be turned into useful abilities, it was obvious she'd later develop great abilities due to her excellent chakra control, but at that point were only good for providing distractions, and her only offense was her own taijutsu and kunai, her weakest abilities at that point.

I feel bad putting Sakura there- we've seen tons of people weaker than her, we just don't know who they are in general ^^ The teammates of Shiore (needle guy)? The ninja that got leeches dropped on them by team Kurenai? The ones who failed on the tests? All sucked more.
And genin-exams, most of the Rookie 9 would probably be Ds, they all had months to get stronger.
Hm, even young Karin'd still have the Mystic Eyes of Kagura.

We have certain discrepancies at times, which is why I don't pay them full attention.
Deidara's extremely intelligent, but he isn't Shino-level smart. Yet he's a 4.5, above the likes of Shino, Sasuke & Temari.
Then there's Gaara, who is a 4, like Shino, despite the fact that Gaara is probably below Temari & Sasuke in overall intelligence. He does have the whole cool-headed demeanor going for him though.
They are accurate in certain instances though, but going by what we've seen in the manga, some stuff in the stats just does not make sense.
