On the one hand, they are the great and powerful sage's weapons, maybe they figured they could seal him or perhaps they even have other abilities that are useful. Maybe their high chakra draw- they may have figured they could use that to weaken the Kyuubi (and that could even be why the pair survived).
On the other hand, they ultimately didn't succeed, so maybe they just were working on bad assumptions 🙂

I think that was just an artistic mistake on Kishi's part. There is no logical reason for them to have those weapons before getting the chakra to use them.
These weapons seem like they'd be more practical in One Piece. I don't know why.

Well, I was actually impressed. For once, no "PIS". Other than inventing a "weapon" just for this chapter, that's exactly how their "tech" should have worked. It's a sure fire way of winning many fights and with ease.
