Changes I plan on making: Bumping Haku from B- to at least B, maybe B+. He showed a few more abilities last outing like his powerful Ice defense and we got to see how he was in comparison to normal ninja.
Part 2 Ino, bumping up to B- from C+.
Darui- A+ for sure.
Kitsutsuchi- A+
The brothers- what are your thoughts on them? I'm thinking S-, between weapons and foxing out, but I could see the argument for A+s.
Onoki- S to S+ due to being acknowledged as the strongest current Kage and all that.
Muu, S+, other rezzed Kage, too little to tell.
Zabuza- considering how terrifying an effect he had on a large scale battlefield, wanna bump him to A+? Or leave at A?
It's also occurred to me we don't have pre-exam Sasuke on the list, with or without Sharingan. I'm thinking he should start relatively high, even pre-sharingan he was able to stop the Demon Bros.

* Madara obtains the Nine-Tails.
* The Battle at the Valley of the End.
** Mito seals the Nine-Tails in herself.
-Early possible starting point of the First Ninja World War
* The First Hokage dies.
** Tobirama becomes the Second Hokage.
* The First Shinobi World War breaks out.
* Konoha and Kumo sign an alliance.
** The Kingin Brothers attempt a coup
** The Second Hokage and his subordinates manage to evade the Kingin Brothers.
-Latest possible starting point of the First Ninja World War.
** The Kinkaku Force follows the Second Hokage and his subordinates, forcing the Second to sacrifice his life.
* Hiruzen becomes the Third Hokage.
The big floating factor being just when the war began. The alliance could've been before it or something that happened during the war. All the other bullet points are pretty solid.

Yeah, Haku deserves a bump up I think. For him to be able to attack from such a distance.
Ino's bump I can live with.
Darui and Kitsuchi sound fine. But the former might actually be S- material....might be.
Together they were a able to beat the 2nd Hokage to near death. And they did have enough courage to attempt that attack while the 2nd Raikage was there. I actually think they can squeeze into S- since they seem roughly around other S- shinobi. Or their Kyuubi mode does.
Onoki's bump I'm fine with.
He's weaker than a lot of the A+ but his Mist jutsu is deadly enough so perhaps he does deserve it. Being beaten by Kakashi is no shame I suppose.

I would think the First World War would have happened right after the battle between Madara and Hashirama. The other villages, the established ones anyway, would see Hashirama in control of the Kyuubi can see it as a threat. It gives him a reason to try and reign in other Bijuu to attempt peace and it creates enough tension that could possibly lead to a war.
Also on Ino, should I change the old rating or give her a new one? Because she used her move *way* quicker than she has in the past, getting a hit with only a small opening, so it might be post-Hidan arc improvement.
If enough people think Darui should be S- I'll put him there.

Hm, seems about right. That's about as good as Obito (the already-chunin, much more experienced Obito ^^).

Yeah, incomplete sharingan still gives you a decent advantage. Ability to see through genjutsu and invisible cloaking techniques.

Only on a bird for scouting. They decided it was too high-risk against the duo, even though she did it now with much less opening.

I don't think they're that high. The C-s strike me as a fair bit stronger and even the D+s like Choji I think would largely beat them.

Just looked it up; the original condition for the gourd is that you call someone's name, and if they reply they're sucked in.

He was somewhat more distracted this time around that the Akatsuki pair were.
And yeah, looking at the characters you have in D+ I'd say they'd fit in quite nicely there.

Its more or less their Kyuubi mode that would warrant them to be S-. And they really don't need to be that skilled. Sheer power alone lets them compete with the S- group.

Due to a random object comming into play and the massive PIS of Darui's word changing at the last second. Their 6 tails mode is enough to allow them to beat some characters in the S- rank and that is enough for me.
