Databook stats put her at definitely his superior (31.5 vs 35).
Of course, he might've been able to keep up if he had lived, and his individual jutsu might be very hard to deal with, but in might I think Tsunade's going to retain the edge.
Based on all databooks, who has had the highest total ranking? I believe it was Orochimaru.
Also, Tsunade can undo the shinigami seal stuff...cause she was supposed to be able to restore Oro's arms. She never denied it and Oro was convinced she could do it. So does that mean we can get our people back from the Shinigami's belly?

He's listed pretty much assuming he's healthy, fresh, and able to use his perfect Susano'o. Sick, he might be an S. And the Sannin are pretty much at the top of S.
