So it looks like Bee did a similar process, where he had a chakra-only form like Naruto. I would say this is complete proof that turning into a biju is a more complete mastery than what Naruto is doing.
To do an elaborate reply on this, I think most of the time people'd work on controlling more tails gradually, ala how Naruto was able to control 3 at the start of part 2, Bee's cousin only 2, etc..
With full-chakra mode coming later, and then finally full taming coming last.
Also, considering Yugito is *not* considered to have full mastery of her biju like Bee does, and the only thing between Naruto and Bee is the taming of the beast, I suspect what she's doing is more like Naruto going 4/5/etc. tails yet exerting control to direct it there, and does not have access to 100% of it's powers (hence why in 2-tail cat form she's still relatively small) rather than truly being able to fully use all of the biju's powers.
When she chained the kyuubi, it started snapping the chains immediately. So what if she does that to killerbee? OK, it would slow him down. She still can't beat him, she can't put him down, and he will snap them in short order.
? That didn't happen, Kyuubi never snapped the chains in the real world. It strained against them but Kushina fully held the 100% strength real Kyuubi without her chains breaking.
He was able to snap the chains in the mindscape, but that's also just a small fraction of her chakra, a finite amount left before.
She would have Bee restrained and be able to do attacks against him without him being able to respond.
And then she goes into tail-cloak mode or what have you and starts wailing.

Itachi's plan was always kinda dumb. "Get Sasuke strong enough to be a hero via hatred, then expect him to give up on hatred once the job's done."
