Yagura tamed his beast but after he died it went wild again.
Right, because it was rather stupid, and relied on animalistic instincts when wild. Contrast that with the Hachibi & the Kyuubi which were both extremely intelligent creatures.
In addition, like others have said, Yagura may never have actually tamed his beast at all, and Madara may have been the one who controlled it.

Difference there being that Hashirama actually died before Mito, meaning the Kyuubi would have had a legitimate excuse to tell Mito to go screw herself after his death. We have no set timeline of when Madara started controlling Yagura so we can't determine if Yagura was able to control the 3 Tails.
She only had it sealed after the Valley of the End, so that only gives between then and the first war in which they're both around. Mito proceeded to be around for the second war as well, and lasted for decades.
Hashirama could've lended a hand in the same way Yamato and Killerbee do, give her an edge in internal conflicts like Aura said, but she was on her own almost the entire time.
It's reasonably likely Madara merely helped Yagura gain dominance over three tails too, as it'd mean he could go out and do stuff on his own when not around, but he hung around Yagura a lot more.
Also on control, Yugito was able to do this without full control.
That's either biju ball or something about as strong. So it doesn't require total control to use.

Not when you've transformed into Bijuu mode.
It's also telling that she's the second strongest person in Kumo. Personally, I think she too was trained at the Island, and she was made a Jinchuurikii around the same time as Bee.
EDIT: Never mind, might have been a translation error (2nd strongest part).

She's 6 years younger, so probably somewhat behind.
The interesting thing is that someone with contested control can fully transform like that without totally losing control like Gaara did. High end of level three, as it were.
Apparently Hinata was originally not conceived as a ninja...
She looked like this...
That is much more interesting than current Hinata.

She was made a Jinchuurikii at the age of two, while Bee must have been what 7-8? So probably a year after at best.
The thing about Gaara is that he doesn't really transform like the others do. He just fell asleep and allowed Shukaku to take control of the construct Gaara had created. How he transformed when he was young is unknown.
Interesting thing about all this is that those in Level 4 cannot transform into their Bijuu's true form, but those in Level 3 supposedly can, albeit, they lose control to the Bijuu.

It seemed like Yugito had partial but not complete control in her transformed state, where as you say Gaara had none. The false-sleep thing seems like a workaround cheat, a way to get more power out of a host that isn't able to control the biju.
Naruto lost control at four-tails, but if he got better it'd make sense if he could control that level ala Yugito.

I suppose she had partial control, though it's not really confirmed. We know for certain that she could not completely control her Tailed Beast; even the databook confirms this, but her control over her transformations are excellent.
Indeed, but it's likely unique to Shukaku Jinchuurikiis.
If he had control at 4 tails, it would be no different than a chakra cloak. I believe Jinchuurikiis can only enter V2 mode when they have fully tamed their beast, or when the beast completely takes over, but has its chakra limited to human size and the number of tails.
Plus he likely would not be able to transform into Kyuubi itself, as doing that would apparently release the Kyuubi. They never wanted 9 tails to come out.
Dunno if these are true, but meh, thought they were interesting enough to be true:
Spoiler:
The design on the Crow's eye apparently corresponds to Shisui's (Mangekyou?) Sharingan design. The crow's eye contains Shisui's genjutsu, which as you all know, is haxx.
Itachi apparently had Shisui's eye/eye tech in his possession. He implanted the command 'Protect Konoha' into the genjutsu which was put on the Crow's eye; the crow and the subsequent genjutsu would activate when Itachi's Mangekyou eyes were used on Naruto.
He did this as he believed Sasuke would quickly transplant his eyes to gain the EMS. Thus, when Sasuke eventually fought Naruto, the crow would activate, and Sasuke would be forced to 'Protect Konoha'.
* Would have been lulzy, Itachi pwning Sasuke from the grave.Itachi then resists Edo Tensei, and uses Amaterasu on Nagato and his summons.
Nagato absorbs Bee's Bijuu chakra, and regains vitality (his hair turns red to signify the process)
Itachi and Naruto chat about Shisui and/or Sasuke.

Sounds awesome.
