I like that you put down Pain as SS- for both his forms. While weakened in some areas when restrained to one body...he made up for it so it pretty much evened out, I thought, to SS-.

I would say his feats are a bit more well known: creating the moon, splitting the Jyuubi into 9 tailed beasts, being able to create a living being with his/the jyuubi's chakra, have the rinnigan and all the sage techs those brought, the sage techs that even the Kyuubi recognized, and defeating/taking control of the Jyuubi.
The last feat, alone, would put him at plain SS, alone. Creating the moon is an A+ feat, alone. Creating life is an S feat.
Combine them and they easily create an SS or SS+ type of character.

I just can't agree that it is an S class tech, ever. I won't ever be convinced of this, either. Any tech that doesn't require training can't ever be S for a ninja. Sure, it's destruction can be on level with S, but S, imo, requires an absurd amount of skill to execute. A "gene" tech does not require skill to use: that's why it's a kekkei genkai. You can use it intelligently...but that just improves the intelligence rating, not the rating of the tech itself. Rasenshuriken? S+ class. It takes decades to develop. thats not true it does take skill to develop the kekkai genkai. for example neji can see bounds farther than he could before the time skip. thats through skill and training also he came up with the 64 palms strike and rotation on his own...someone his age shouldnt be able to do such a thing....along with sasuke and itachi those have taken their sharingan leagues past yheir fellow uchiha. kakashi did the sme and he isnt even uchiha.....all these things take skill

Nah, in terms of destruction it is the greatest single feat we know of, greater than Kyuubi's strongest known Bijuu Ball by leaps.
But fair enough, you have a point. Naruto Technique ratings do involve skill, but moreso the difficulty in executing the technique, in addition to power, and it doesn't seem like Eye-related techs have rankings in the databook.

That's what I was getting at. The rasengan was called "A" class. The Rasenshuriken was supposed to be well beyond that (most likely S+)

I agree that you can improve your use of a KG. But that's almost always an intelligence boost, not actually making the KG better.
Not one single KG technique shows up on the S-Class list and for a good reason: the skill required specifically for an S-Class tech almost completely excludes the skill required to master a KG.

By the databooks, KG skills are unlisted as *any* class of tech, they're in a category of their own rather than D, C, B, A, S.
Even so, there's a lot I'd call S-class level.
