Well...wait a moment with the Mito hate.
Let's back up.
Naruto has only HALF the chakra of the Kyuubi.
At six tails form, he matched the bijuu blast of the Hachibi in full on 8 tails form.
We already know the Kyuubi has not only the most sinister chakra, but the most chakra out of the bijuu.
Mito had the full power form of the Kyuubi and she got a similar form to Naruto.
She could last twice as long.
Add in that she's not an idiot like Naruto is at times...couple that with the fact that she was Hashirama's wife, and then figure in that she was an Uzumaki (already strong chakra....literally the best sealing jutsu clan around) and she's far from a slouch.
Without the bijuu, her status as an Uzumaki easily makes her an A (sealing, chakra strength, etc.)
Since she was chosen as the host for the Bijuu, she had to be an extraordinary person even by Uzumaki standards. But, to be nice...we'll go with A+ pre-Kyuubi.
Add in the Kyuubi....she's instantly an S+ and she fits there comfortably.
Who from any time can contend with her speed?
Minato, A, the 3rd Raikage, Madara Prime.....? That's pretty much it.
Since she's got double the chakra....that's double the length of time in uber mode.
APPARANTLY, Minato learned the Rasengan from watching Kushina. Now, I think it would be safe to say that Mito had more control than Kushina...maybe not? If so, she's got a bijuu blast for someone's ass.
Anyway, even if she were a B (stupid assumption considering how carefully hosts are chosen...cept Naruto (lulz)), she's still easily and S+ with her bijuu because it's more powerful than Naruto's.
Let's put it this way: Jiraiya almost died against a 4 tails. Shit got real. Full powered Kyuubi in host? GTFO.

Shisui's eye doesn't require direct eye contact but it seems to take time to activate. Or else, he would have used it on Madara immediately.
Of course, I personally think she could rip his head off before he removed the bandages.
And in reference to the hand signs thing, they can be interrupted by speed. A has shown the ability to outrun jutsu that don't need hand signs at all. KCM is faster than A.

Moving at speeds faster than A is something Naruto did through instinct. Are you suggesting Mito for whatever reason lacks the instinct to run fast? 😮

And he was no where near Naruto, who has quite the effect on Senju cells.

I dunno. I can see Q99's reasoning and everyone else's. I don't really care if she is on the list. Though I'd bump down Onoki. But that has nothing to do with Mito.
If Kyuubi mode was faster than A automatically, why was A faster at first? Naruto needed to improve to match his speed, the mode didn't automatically grant it. So you have no idea if Mito would be that fast or not.
All he did was focus more chakra into speed, anyone can do that.
And even the base speed was super-high before that.
A couldn't move fast enough to clock Sasuke, why will it work on Danzo?
A clocked Sasuke repeatedly. Neck chop and liger bomber.
He had to rely on Susano'o to not die there.

Yea. Or hey, maybe the stats are arranged differently... and she's merely not-quite-as-fast (which still makes her crazy fast) but even stronger, or what have you. However they're arranged, they're super-high.
The physical stats are based on the mode, and since she has the full Kyuubi, hers should be if anything overall stronger than Naruto's.
And we know it has so much power that it can make clones with the same stats, and lots of them.
