Yea, but it's much harder to break out of their traps 🙂 Only the non-sealed ones have managed that (Dan, Hizashi, and Kakuzu are free, I believe).
Plus, the SA have killed a looooooot of Zetsui 🙂

Not sure about Hizashi but Kakuzu's officially sealed and Dan's in some kind of barrier IIRC.

She only tried to cut him in half once IIRC and that was when she first release.

Two reasons. One, he's supposed to be Asuma level (the two were referred to by Kakuzu as Konoha's "Gold and Silver Generals" [a Shogi reference]) and had some Ghost Transformation technique that was supposed to be uber.
And two, the Tsunade connection.

He was trapped in a barrier, but when the giant statue came it got destroyed and Dan was freed, and seen on the battlefield later (when Naruto came, he noticed the similarity to Tsunade's brother).
