It's a tie, no way Flash hitting Spidey unless, he gets creative and throw billions of small rocks at him in ever direction, so no matter where he dodges he will get stones, literally. Flash charges at first so, Spidey could dodges him, and hit him in a counter, since The Spidersense senses where he is going to punch, and since he knows where he is going to punch, then he could counter with a hit.

Look Precog is a nice thing but you must consider that Flash can move at lightspeed. Spidey is able to dodge because he is wanred 1-2 seconds before the attack/punch hits him. This 1-2 sec is enough time to dodge thanks to his enhanced reflexes and speed. BUT the FLASH can move much much much much much much much much faster than Spidey. So the in this 1-2 sec Flash would beat Spidey several 1000 times. With oder words: Petes goes own.
(not sure with the 1-2 sec thing could be longer 3 or 4, but doesnt matter)

yeah but if It warns him, in an advance then he could step to the left, and Flash will miss. Since I hear Godly Precog tells you exactly where the person is going to hit and all.
well yes but Flash is too fast. If you give Spidey the speed of Flash plus Spider Sense then Spidey wins. But Spidey isnt that fast. He will be wanrned but he isnt fast enough the dodge somebody like the Flash. Spidey is compared to Flash a turtle and Flash is a rocket.
Do you think a turtle with Precog and 1-2 sec time could dodge a coming Formula 1 car at full speed?

Spidey dodges bullets,
A turtle can't leap, or sling shot with web, which is very fast. Turtles are not Agile either, so they can't make the move.
Spidermans sense will tingle, and he will die a sec later. Even if he misses Spidey wouldnt even notice because 2000 punches and a second passes he will die. Many average boxers are fast enough to miss ten to twelve punches and take out someone who knows their coming but too fast to doge this is a worse case scenario for Spidey.
