If you know anything about Ultimate, you'd know that Cyclops was an 18-year-old kid with little experience in anything. Of course he froze when Wolverine dove at him! You would, too, even if you had Cyke's power!
But, since this only involves the 616 versions (since everyone else gets on my case about using Ultimate), Cyke is confident, experienced, and wipes the floor with Wolvie's face.

If you are referring to the fight in the mansion, I hardly think it matters because Wolverine was about to kill him after it happened (if not for Xavier) Wolverine was also not "fighting" Cyclops. He was beating on him. The only reason Cyclops was able to blast him is because Wolverine was toying with him. After the fight with Magneto Wolverine just stood there and let himself get blasted. He pretty much eludes to the fact that he feels he deserves it.

My point is they fight relatively the same way (distance projectile fighters) and Wolverine took out Havok in Enemy of the State easily. Havok's power is more deadly than Cyclops' so I'm not really sure what your point is.
I still dont understand why Wolverine wouldn't be able to get close to Cyclops. Wolverine manages to get the drop on high intensity long range fighters all the time. Hell he's done it to Guardian, and he can not only blast long range, but he can fly away! Guardian is also a damn sight faster than Cyclops in his suit.

Also, as it been wrighten above, Cyke has pretty cool knowledge about tactics. Scott knows that he is merely human in flesh, while Havok always think like he is invulnerable: "I can fire sun-hot plasma from EVERY point of my body! No one can take me from behind!" and so on...
Also, Wolvie's ability to sneak into any higly-secured place is one of the biggest Marvel bugs. NO ONE CAN hide from pretty amounts of cameras 'n' heat 'n' movement scanners that pointed in EVERY directions of every room (even if he can climb walls). But Wolvie does such thing easily and withOUT any equipment. THAT WAS F**KIN' CRAP! So, don't think that he can easely sneak up on Cyke. Wolvie is not so f**kin' awesome ninja you guys used to think! His ninja skills is set TOO high!

Yeah but she was dileberetly ****ing with his mind. It seems pretty clear that getting Scott out of the picture is a pretty part of what ever skeme is being cooked up and since Scott really isn't that powerful I would imagine it has to do with his tactical abilities.
Also Scott can't release his blast 360 degrees... the beams come out of his eyesm as such he can't even get 180 degrees
