In any fight the two have had speed never comes into account whatsoever. If you can't take from the comic that Thor can keep up with him without much trouble, then you need to honestly clean the bias away.
Thor more times than not doesn't have problems keeping up with foes who are quicker, and before you quote Mongoose, Thor clocked him out of mid-air like it was nothing, and only had a shredded cape.

and how is it stupid for a pacifist not to level a bunch of people each month? I fail to understand that.
Surfer's not the type to do the whole Speedblitz thing. The only person I can think of that does it on a regular basis is Flash, and Superman does it every one in a while (in relation to top tier characters).
I already know Surfer will take majority here, but he's not taking all of them, and he sure as heck isn't going to fight any different than he usually does.

So what more do you want Surfer to do in their fights? He speeds around, he doesn't engage in physical confrontations, he dodges attacks, he relentlessly attacks, etc.
