Thor more times than not doesn't have problems keeping up with foes who are quicker, and before you quote Mongoose, Thor clocked him out of mid-air like it was nothing, and only had a shredded cape.
Spiderman has always gave Thor trouble with his speed and it took Thor a heck of a long time to catch Mongoose. If either of these two were strong enough to hurt Thor in combat, Thor would be in serious trouble since he's not quick enough to catch them.
Thor is faster than Surfer in combat speed it seems (stated in B&T), just as Spiderman and Mongoose are against him. Surfer has never showed any combat speeds, ever; he doesn't have that type of speed. His speed is only in flight with the use of his board like Thor with his hammer (this is so obvious).
Anyways I say Thor wins because he's already been shown to be the superior of the two.
