Also, Thor not only has a winning record against Surfer, but Thor has also performed better against Thanos. Even Masterson for that matter.
Obedience disk, plus wormhole draining Surfer's powers.
All things being equal, in a CIS/PIS free environment, I'd give Surfer a slight edge due to the fact he could always encase Thor's hands in solid blocks of metal or some other form of restraint so Thor couldn't wield Mjolnir, then brutalize him mercilessly. Thor is the better fighter, but Surfer's more prone to using his brain. Surfer has several tactical advantages due to Thor's best weapon being hand held.

Thor usually fights Hulk without his hammer. Even on the rare occasions where Thor does indeed use his hammers, he only uses it for hitting. On the off-chance that the Surfer and Hulk clash, Norrin does not engage him in hand to hand combat. Norrin himself already admitted that he would be dead against Thor without his board. And well, he got destroyed with his board as well.
