When Simonson introduced him, he had him dead even with Thor. Even with extenuating circumstances, they were pretty much cut from the same mold...
Then there's the fact Bill was the only characters besides Thanos who could do anything at all to Thor in Blood and Thunder. And he does have some nice feats, considering his much smaller number of appearances.. (Stormbreaker is probably the definitive BRB story for sheer awesome feats..)
But yeah, Bill does not = Thor in terms of overall feats..
I dont particularly have a dog in this fight but I do love it how different people can draw vastly different conclusions from the same scans.
The first time i saw it it looked pretty good for Surfer to me since i didnt really notice the alleged head dent. As it stands i think this exchange shows Surfer as a physical inferior to Thor (though he did well to catch the hammer and prevent its descent) and a bit of a fish out of water in h2h situations but a ridiculously tough little bastard given how he didnt seem to mind in the slightest what happened to his forehead. It will be interesting to see the rest of their encounters.
IMHO, Thor takes the overwhelming majority of wins vs the Surfer. Thor has the better feats and the better foes (power wise).
PS the preview scans show nothing except the Surfer giving up and flying away.
PSS Unless I'm mistaken, haven't almost all Surfer vs Thor fights either wound up a tie or with Thor winning?
Surfer's fights with Thor have been pretty disappointing in the past. Both characters forget all the powers they have at their disposal, which always gives the advantage to the less versatile character (in this case Thor, though Thor has been on the other end of this many, many times). Now that I think about it, I have a hard time remembering when the last time was a fight between two high herald heroes ended up being even vaguely interesting...

Yeah the way Thor's always beaten Surfer is kind of like the way Hulk used to beat Thor a lot. Because Thor wasn't using all his powers against Hulk, just going toe to toe with Strength, same as Surfer not using his much superior speed, agility and ranged attacks to keep his distance and evade all Thor's hits.

The preview in which Thor split his own head open after headbutting Surfer that did not effect Norrnin one bit..

You mean what they actually show was that Surfer is not an idiot and he is well aware he wants nothing to do with Odin.

Theyve fought like what twice before? Once back in the days when the Cosmics werent shit and Asgardians were the top dogs and once in the middle of Thors big event. Its hardly an overwhelming body of continuity to draw on and it wouldnt be a big surprise if it was portrayed very differently this time. Look at what happened with Surfer and BRB last time (another fight that draws very different interpretations). But still the Surfer has grown a great deal in stature (how powerful most writers see him) since that first encounter and this isnt necessarily a giant Thor celebration (or jobfest if you are feeling unkind) like B&T.
