Thor vs Silver Surfer fights all have context. And obviously context matters. I mean if you look at the even somewhat relevant fights between the two(and other thor like characters, they still have context)
Mighty Thor 3-5: Surfer and Thor are shown on a fairly equal standing. Context: Surfer was holding back quite a bit while Thor was going all out, Thor was wounded, but his pain tolerance is insane so that shouldn't have been a problem, Thor had special Asgardian armor very similar to the one he had in Fear Itself that amped his durability
Beta Ray Bill: Godhunter 2: Bill gets stomped in H2H by Surfer, something Bill specializes in compared to Surfer. Context: Bill isn't Thor, but they're pretty close to equal in power
Thanos imperative 4: Surfer blitzes and two shots Canver-verse Thor. Context: Not technically Thor, but in Realm of Kings 1 Cancer-verse Quasar was said to be equal to 616 Quasar
Avengers Annual 11: Surfer(Stated to be holding back in the same comic) says he could've one-shot Thor and Thor agrees. Context: It's just a statement

Surfer is obviously holding back, he doesn't want to fight. He's saying "Don't", "Wait", "It's never too late", while Thor is trying to attack him. Yet still, Surfer's casual energy blasts matches Thor's going all out lightning, he catches Thor's hammer, only by surprising him with a headbutt can Thor actually get anything off on him.
