Are you nuts? The Super Serum did far more than heighten Cap's body, it gave him super strength and unlimited endurance. He also happens to be a master at numerous martial arts and combat skills.
Sorry, but if you only consider the men behind the mask and not their weapons, Cap owns the Bats. Bats' belt might even the odds more, but it depends on what he has in that belt of his and if he gets the chance to use it.

IMO Bats would own Captain America via gadgets and h2h abilities.
Oh, and just to refresh everyone on what Batman carries as his normal arsenal on his utility belt:
Batman's utility belt includes: Batarangs(bat-shaped ninja shurikens), grapple gun, mini-mines, explosive packets, nerve/tear gas capsules, acetlyne torch, fingerprint kit, flexible periscope, a single marble(decoy for someone walking down stairs), & sonic sounders. not to mention armor, a graphite metal cowl, memory cloth cape giving him flight, bladed gauntlets and lead shot in gloves for an added punch.
Yeah, Batman wins.

Hooray for non-canon crossovers... H2H has been dealt with, use the other thread. With gadgets, the fight leans towards Batman. The shield's effectiveness is greater with a wider range of power levels, but against street types, the Belt reigns supreme. Cap isn't immune to knockout gas, flashbangs, and the ever popular exploding batarang. With everything thrown in, I give Batman 7/10.
