Here are some other impressive stuff from NW/Batman. Dick near the end of the Pre-Flashpoint event had a huge push. Even doing decently well against Cassandra Cain for a brief fight. And we know Cassandra Cain is a legit bullet timer. Here is Dick taking on a Kryptonian enhanced Batman who recently owned Bane:
Manages to electrocute Saiko who was said to be even faster and more agile than Nightwing himself. Probably due to the Talon serum or whatever they used to enhance their assassins.

I find it funny that we can have two characters who (for decades) were shown to be roughly on the same level in terms off speed and reflexes.. then one day one of them gets a bullet time feat because one writer thought it'd look cool.. and everyone jumps to a conclusion that this character is now times faster than the one who did not yet display such a feat due to lack of showings/popularity/something else. If that was the case then freakig Typhoid Mary, a mutant with no superhuman stats whatsoever should sh!t all over 90% of "A" list martial artists from both Marvel and DC which is clearly not the case.
Yeah, dodging heat vision like that is beyond what Daredevil can do.

I wasn't trying to suggest Typhoid Mary was using tk to amp her stats. I think it's more than possible she used tk on the bullet itself. People are so generally incredulous of street levelers having bullet-timing feats because it's not really humanly possible. So when there are convenient meta powers that can help explain what appears to be a one-time outlier feat, I won't ignore their presence.
Daredevil himself just has too many to discount.
