That is deliberate mis-interpretation. The description is in two halves- first, the unlawful use of Force, and secondly, that that unlawful use is with the given intention.

Police can lawfully use force, and obviously for a better reason. The statement makes perfect sense.

You're right, when I'm discussing the tone of a thread or an attitude such as the one that was under discussion (the notion that anyone being critical of the US military should STFU) and paraphrase the attitude as "American soldiers are the best in the world, anyone & everyone they kill is guilty" I should be clearer that I don't actually think that American soldiers are the best in the world and that I'm generalising, overstating for emphasis. I presume that (some but not all, dont misinterpret..SOME but not ALL) americans understand the concept of overstating for emphasis - Donald Rumsfeld admitted he did it when talking about the threat of WOMD for instance.
