Did you ever think about giving marines Sniper rifles? They are very good shots, and surprisingly they can soak more damage than Master Chief on legendary. Stupid ridiculous handicap given on legendary. You could also give a marine a rocket and have him sit on the passenger side and get a turret while you drive and the marine with infinite rockets will aid the turret guy in such a manner that the warthog becomes even better than a scorpion tank.
However in Halo: Combat Evolved marines were just meatshields.
In the Sacred Icon or whatever level of Halo 2 when you're playing as the Arbiter and accompanied by several Elites on an elevator and being assaulted by Flood, you can basically give them two shotguns, a sentinel beam, and a sword and you really don't have to do anything.
NPC troops are far from useless. And they never run out of ammo.

I give them snipers on some levels, like "Regret" (the level) to deal with drones on legendary, damn I hate those, I let them take them out with one shot each with the sniper and they can usually survive a fair bit like that.
In Delta Halo, I always do that warthog thing, right after the initial assault on the first structure, when the pelican drops off marines and a warthog, I give one a rocket launcher and the other gets the turret, and we just destroy on legendary.
Any other time I give them a sniper or rocket launcher, I have to stay far away from them, I am constantly in danger in any other part of the game when I give them those weapons.

How do you get two shotguns on that level? Assuming this is the level I am thinking of, which is the one where you go to kill the Heretic leader, the second part of that mission.
Alright, I am officially annoyed. Halo 3 will be awesome. But the ONLY and i mean only eay to play as the awesome and badass Arbiter in the campaign will be through co-op. 😠 😠

After you complete this particular level, there's a cutscene of Tartarus using his Gravity Hammer to push Arbiter down a deep shaft.

Oh, ok, I know which level that is now, I don't use shotguns as the Arbiter or give them to my Elite companions, the only reason being is because I know how cool they look with swords. So that is what I give them and use myself. It is a personal thing.

If you actually check, the CIS won quite a few and held some important planets. And we are not just oging movies canon here. If Sidious were not controlling both sides, the CIS could have won. They had great potential. And the clones are a bunch of copy boys.
