I call stalemate, but won't argue against Cap edging him out.
He has the capability. I just happen to think the magic lightning is a double edged sword, being both Supermans weakness and also Caps weakness (That weakness being forced into his mortal form).
The best use for the lightning, imo, is as a finisher or "punishment" attack, e.g. he has Supes stunned/on the ropes already, and decides to lay on the hurt..
How big of an advantage is Xray/telescopic vision?
Thinking about it, in a comic book setting without CIS/PIS, I think his other vision powers could be more broken then his heat vision.
Any location with obstacles like buildings or mountains gives Supes an advantage. If he's losing, he could cut and run anytime by burrowing underground.. At longer ranges, he could home in with his telescopic vision and charge at Cap before he even knows he's coming.
At the speeds they can move, if Cap takes his eyes off of Supes for even a split second, he could lose him, while Supes can just scan the planet until he spots him..
Of course, using his powers effectively just doesn't happen in a comic. There's one exception, and that's Supermans fight with the Captain Marvel clone from the pre crisis era, Captain Thunder. There, he actually used his powers intelligently and creatively. A shocker.

What about skill, experience, and most importantly the other powers that will come into play?

It would be about as much of an advantage as the Wisdom of Solomon, give or take. Depending on the circumstance, Cap's Wisdom has given him the knowledge of ancient tried and true war tactics, clairvoyence, and plot device-ish "understanding" of his current circumstances.

It told him he was played when he thought the lightning killed someone, too. No real way he should have known that, but the wisdom knew.
If you try to do something and don't, it doesn't mean that you couldn't.
Take a rat on a stick, offer an average american a 1000 bucks to eat it. They'll try to but when they see that sh!t they'll get repulsed and push it away. This doesn't mean that the person COULDN't eat it, just that his other senses kicked in.
Similarly, superman wanted to kill doomsday/diana. Tried to kill him/her and brought him/her to the sun. He then decides ok, I'll make him suffer first. Instead of punching doomsday/diana into the sun, he punches him/her 93million miles to earth instead. I think he wanted to kill doomsday and tried to kill him by bringing him to the sun but his morals just wouldn't allow him to do so.

Off topic but somewhat related: I just saw that Shazam: Return of Black Adam movie, and Superman gets his ass kicked! Adam shows a never before seen power to shoot lightning, but he also just physical overpowers him too.. There's one scene where they're charging at each other, Supes hits him first, and Adam shrugs it off, then topples him.
Supes also uses the heat vision several times, but he's usually on the defensive.
And yet, Captain Marvel, after initially getting knocked around too, just owns Adam in the end. Just about kills him, in fact...
Funny both pre and post crisis, Superman always struggles with Adam, yet Captain Marvel has several examples of outright dominating him (For a post crisis example, Billy seemed to have the edge in the JSA/Hawkman Black Reign storyline, until he was telepathically forced to call the lightning and it became Billy vs Teth..)
From that point of view, it makes me wonder if maybe Cap really is above Superman, on account of the fact Supermans never, ever had a good showing against Adam, while Cap has..

It shows what CM can do when he gets serious all the while he's still holding back. I wish DC would give CM some spotlight time and stop holding him back.
