How was he wrong? Turned out it wasn't a bomb.

And ethically and logically, he was entirely in the right. Supes only had vague suspicions, and if he thought about it for a minute he'd realize building a city just to blow it up accomplishes nothing..

Plus, Billy was also right that they could have called in an expert to examine the "bomb" first. It would take them what, 10 seconds to teleport in Atom or someone? Surely far less time then their fight took.

Nuff said. If the world's fate was left in the hands of Captain Marvel instead of Superman, Luthor would have had no problems taking over.

They set him up, but he let himself fall into the trap.
