I think you realize that he deserves to be among top 10. Apocalypse is powerful because of his mutant abilites, he deserves to be in top 10 easily, and I think you realize this. Giving Rogue there and not Apocalypse or stormfront13 giving Storm and not Apocalypse (I don't know why is stated, Apocalypse one of the most powerful mutants who ever lived by Marvel, and Ramu Tut said Apocalypse most powerful mutant ever and rules every alternate Earth and Rama Tut was from far future, so I think he knows many mutants who lived, but he went to Apocalypse and not Storm and...). Do any remember when Apocalypse beat six X-Men under one minute, and he was very weakend. Already because he took BB scream like nothing, was given cosmic status (I mean given cosmic status and you don't give him in Top 10 and even if you don't except he was given cosmic status, he is easily among Top 10, I mean Cyclops said Apocalypse has unmatchable supremacy) and fought with High Evolutionary, already because of that he is among top 10. And now God-like Cable is his horseman.
The list I gave, those are literally the most powerful mutants who ever walked the Earth.
