well moviejunkie23, i took the liberty of finding that article myself, and it turns out it has nothing to do with the topic.
that article refers to crooked laws in mexico which leave murderers unpunished. a cop was shot at a routine traffic stop execution style and the killer, an illegal, fled to mexico. there the mexican government refused to extradited the killer back to the US to face justice. the sad irony is if he had just shot and wounded the cop, he WOULD have faced justice.

this has nothing to do with illegal immigration and everything to do with the need to put pressure on the mexican government to corect this matter

"Federation for American Immigration Reform" is an agenda based organisation, and was not mentioned the that article. i never believe figures from any such organisation as it is easy to bend numbers to fit an agenda.
