You may think this is crazy but this is a theory I came up with..
George originally has sidious beat mace, however samul jackson being himself demanded his character be badass and defeat palpatine. Sammy being such a high profile actor george couldnt really refuse, but I believe george made Ian act over the top the way he did so that the observant star wars fan could still see who was really stronger. Also the "unlimited power" thing george threw in backs that up. Or maybe my theory is bs but either way I still believe palpatine was toying with mace.
Mace vs. Palpatine
Does anyone wonder why Palpatine didn't make the fight a force duel after he killed the three Jedi Masters. After he killed the three Jedi Masters I noticed that Windu backed off a little giving Palpatine room. Palps must have knew that in a force duel Windu would be no match for him.

Because he was arrogant and stupid

Read the ****ing ROTS novel ! Hell...people just get me crazy with that kind of stuff. Write it on a piece of paper and pin it to your monitor:
Mace started fight Sidious.
Mace used his shatterpoint ability to disarm Sidious.
Sidious threw so much power at Mace that the power he channeled was ravaging his mortal frame.
Sidious got his ass kicked an without Anakin helping him he simply would have get killed there.
And it doesn't matter if the outcome of the fight was the decission of SJ or GL...you see what you see in the movies and that is Sidious going down vs Mace. Case closed.

Because he was arrogant and stupid
The first can be attributed to both Sidious and even the Jedi Master Yoda. As Yoda said himself, the Jedi were plagued with arrogance. So I would assume Mace would be considered arrogant as well, making claims how Sidious lost and all.
Secondly, Sidious is far from stupid. He may very well be the most clever Sith Lord of all time. Anyways, I believe he was toying with Mace. You will notice the sudden advance in combat skills that Sidious uses against one another. Yoda faught against Palpatine with more power than Mace did. And Sidious did the same against Yoda.
And secondly. Vanquish pointed out that Sidious needed Anakin because the "movie was made about Anakin and if Sidious didn't need him, then his role in the movie is degraded." Excuse me. Were there not movies with particular characters that did not involve Anakin in the slightest? I can recall several duels and invents where Anakin's presence or existance wasn't even a determining factor.
Now where is your explanation for THAT?

In terms of cunning and strategy, Palpatine has no equal in the Star Wars movies. Revan may perhaps be his only rival in intellect. But of course many are under the illusion that Revan is a god. As I said before, Sidious uses his brains more accurately than even Revan did.
Revan hasnt done anything that has impressed me the way palpatine has, I 100% agree with you. The only one to rival palpatine in brains is perhaps marka ragnos after all hes still alive..
Here's why I think Palpatine actually won the fight:
"Palpatine was playing Mace Windu the entire time. Here is my proof, which Devil Dodo was also providing, for you to ignore it was very silly and pointless...
At the start of the fight, Palpatine whips out his lightsaber and in two or three swings, he manages to stab Agen Kolar and Saesee Tiin, both accomplished swordsmen, Jedi Masters, and Council members. They die in mere seconds after the fight begins. After sparring with Mace and Kit Fisto for a few moments, he manages to slash Kit Fisto across the stomach, and he too is an accomplished swordsman, Jedi Master, and Council member.
Now, Mace Windu goes on the retreat, Palpatine pushing him back.
At this point, we see Anakin debating whether he should be there or not, and he leaves the Temple.
Also at this point, Mace Windu starts to own Palpatine. Why? Because Palpatine can sense Anakin is on his way.
They continue fighting, Mace smashes the window approximately the same time as Anakin's landing. Palpatine loses his lightsaber just seconds before Anakin walks in. Why? Because Palpatine can sense Anakin is in the building.
Mace Windu has Palpatine at lightsaber point, and is ready to kill him. Anakin says that they shouldn't, it's not the Jedi way. Palpatine starts pleading for his life like a cowardly fool, after his face-melting barrage of lightning, but constantly looks to Anakin with an insidious glare after each whiney, begging comment about the Jedi trying to kill him and take over the Republic.
When Anakin takes action and literally disarms Mace Windu, Palpatine springs to his feet as if he had been winning the entire time. Palpatine cooks Mace Windu like a large black sausage, then hurls him out the window. Mace Windu, lacking an arm and in intense pain from the lightning assault, falls to his death, unable to do anything to stop his fall.
Later on, Palpatine fights Yoda. During this fight, they are sparring equally the entire time. Palpatine and Yoda meet one another blow for blow, and though you can tell Palpatine fears Yoda, fear can always be turned to the advantage of a Sith Lord; they feed their powers off of negative emotion. In the end, Yoda is defeated, because Sidious has disarmed his lightsaber and tossed him a very long way to the bottom of the Senate chambers. Sidious, once again, is victorious.
---
Summary: Palpatine easily kills three Jedi Masters, they begins to lose when he senses Anakin leaving the Temple, and then begins his ploy to pull Anakin to the Dark Side by putting his own life at risk.
Yes, he could have lost everything. Yes, Anakin could have not turned, and Mace would have killed Palpatine. Yes, Palpatine put all his plans at great risk to turn the Chosen One to the Dark Side. No, he is not weak. No, Mace Windu did not beat him."
