But Superman has fire molecules.

He froze The Stranger's "heat vision". Why is it so far fetched? Are we assuming that Superman's heat vision is faster than The Strangers?

It's not about the heat, it's about the motion. The loss of temperature is only a result of it (cessation of motion = losing energy = losing temperature).

Bobby can also release his powers omnidirectionally in an "area of effect" manner. He doesn't have to lock on to Supes if he's within his range. Bobby has flash frozen large areas.
