Ok so the options available to Supes are that he can fight him physically or he can engage him in an energy battle. SS prefers to use his energy powers but he is class 100, virtually indestructible and he can augment his physical abilities further through energy absorption or just by redirecting power from his reserves. Energy supes wouldnt be able to take him out quickly in just a physical battle and at aytime during such a battle SS can exploit one of those 5 weaknesses.
Energy supes other option is that he can engage surfer in an energy battle. SS can do anything Supes can do with his energies and more , SS is a lot more experienced with his powers in comparison to supes who was learning new powers every other issue as my previous postst show and as your scans show. SS would beat him in a straight up energy battle due to hi sexperience and debatably greater energy levels.
Surfer has the options above plus at anytime he can exploit any one of those 5 or so weaknesses to take energy supes out. Simple as.

Second if you knew what Surfer meant by "reduced to a smoldering cinder." That does mean that the planet would burn slowly till it was burnt to a crisp. A smoldering cinder is about the size of a coal. Maybe slightly bigger. As big as the planet was, it would have been "reduced" (big) to a "smoldering cinder" (small)

Shock Pods acting like Tasers were seen to paralyse Superman in Action Comics #734, basically rendering him powerless.
An Energy Control being (an inhabitant of Kandor) was able to capture and contain Superman in Action Comics #734 using its ability to control all forms of energy it came in contact with.
Disrupter Cannon or similar technology caused Superman's energy form to disperse, which made it very hard for him to reform himself, and therefore he needed to revert to being Clark Kent to carry on. (as seen in Superman Annual #9)
Excessive use of powers - In AOS #549 Superman was seen to be "winded" after flying an elevator full of people out of his burning apartment building using his magnetic grip. He even admitted as much to Jimmy Olsen (pg 14).
Although this also could have been attributed to the fact that flight reduced the effect of Superman's magnetic grip (as seen in Action #738, pages 15 & 16). He had more control when he was standing on solid ground.

He also shows more endurance than surfer. Powering up anywhere near Supes strength levels requires energy than he cant afford to waste needlessly, and it looks like you are assuming that Supes cant hurt surfer as well, which he can.

The Surfer didn't say anything about the life on the planet, he said that it would reduce a [large] planet into a [small] cinder. That would be considered "destroying it." It was a planet destroying blast.

Supes was still disrupted though wasnt he so an energy manipulator could still disrupt him again and scatter his energies. Also SS has been captured and contained by an earth level energy manipulator who was nowhere near SS's calibre. SS could do the same with better results
Endurance
SS has shown extreme feats of endurance also and certainly isnt outclassed by supes in that respect. In comparison to SS supes is still a novice with his powers and he hasnt faced someone of SS's calibre who can battle him so effectively in a purely physical punch up and in an energy battle. Energy Supes endurance would be tested to the limit.

If you raed properly i havent assumed once that supes cant hurt SS in a punchup i just said that supes wouldnt be able to take him out easily at all it would be an epic battle because SS is , nigh invulnerable, class 100 and can empower himself further. SS prefers energy battles so if supes and him are having a punchup whats to stop SS from exploiting one of supes many weaknesses at anytime?

Jrod a blast of those proportions would not burn the planet to a crisp slowly, it would do it in seconds. If something burns it doesnt have to do it at a slow rate.

About Cyborg. You missed the point. He trapped supes in a machine to syphon and disperse his energies. It was made specifically for this, and it failed... Surfer isnt going to do anything different but literally create more problems for himslef if he goes this route. Obviously, I read the comic and you didn't. Cyborg is above reed level in intelligence, can remember every fact, and knows kryptonian technology like the back in his hand...I think he knows more about energy manipulation than surfer.
Dr light was being powered from the worlogog, a device that can alter reality. Supes wasnt destroyed. Matter of fact, he was unharmed.
As for the endurance thing. Supes is known for his endurance...in any form ...and in this form, he can use energy from the environment... including Surfers momentum against him.

Wonder man had to charge himself up, not only that the entire Avengers had to attack him, still didn't do much it didn't do much at all.
There are many other times , he takes world destroying attacks when he is battle big guns
