He is omnipresence then, doubt it dough.. I think his limited to self perspective of past/future events and is also hindered by tachyon..

Surfer might not experience it but he can peal the layer of time; any place, any where..

Dr Manhattan used his uber-powers to turn the C into an S. True story.

This has been done multiple times, and the only conclusion that can be made is that determining a winner is impossible without knowing the upper limits of Doc's powers.
