DM feast are impressive and I think we can extrapolate friom his powerset, but SS still takes this.
On watchmen it was stated that manhattan could only take down 40 to 60% of the russian warheads - I dont remember the exact number - and the world was gonna be destroyed by nuclear warfare just the same. That right there is an upper limit. SS could desintegrate every nuclear warhead and shut down every machine on the planet with a thought without even looking at them.
SS can travel through time, while manhattan, despite realizing that linear time is something of an illusion, can't displace himself through it freely.
Someone asked about BFR options for SS, he can dump manhattan in other dimensions or in the distant future or past.

Cool that should work....time travel and atomising, that should defeat his potential to create clones as well.
