Still Surfer, in a spite thread.
Manhattan is a god in a universe where there's only, at best, metahumen.
Surfer, on the other hand kick ass in a universe where real gods interfer with humans.
Plus, what Manhattan can do, Surfer can do, and more:
- Ozymandias implied that Manhattan might not be able to destroy all URSS missiles, while Surfer bust planets in the morning.
- Manhattan said that he can look in the past and in the future, while Surfer can time travel, on his own power.
- Both can manipulate matter, but Surfer havem by far, the best display: one time, he evolved the habitants of a planet.
^bias. Why? Because you are using general ABC logic type of arguments. I don't care if Dr. Manhattan was fighting roaches and SS fighting gods. All that matters is specifically how one can win over the other.
There is nothing SS can do to Dr. Manhattan. Anyone that can regenerate from nothing, teleport, duplicate oneself many times instantly, grow to any size instantly, etc. cannot lose to SS.

I don't know about that. Originally, Dr. Manhattan when he was human got disintegrated but his consciousness formed a new body from the surrounding energy, and not from his human body. Notice that his body wasn't the same molecules as a human's. And notice how he was assembling his body far outside the lab where it was destroyed.
He was in the streets with half a body trying to collect energy to make a body. Also molecules are molecules to a matter-energy manipulator. Both can turn energy into a water molecule. Dr. Manhattan even spoke of creating life.

SS can't mind rape anyone. Sure he may have some resistance to it but he can't mind rape anyone, especially anyone who's mind is as complex as Dr. M. Other than that it is nothing he can do to Dr. M.
SS can't grow very large, he can shrink though.
i think someone needs to either read more SS books or take a look at the respect thread.. 😇
SS has grown into a large size in the past. SS has also had TP astral form battles as well and it is within his powerset.
Dr. Manhanttan's perception and mental capacity didnt show itself to be superior or equal to SS Cosmic Awareness.

Surfer can heal by absorbing ambiant energy, can teleport, duplicate himself, grow in size, have a knowledge on uniserse that Manhattan could only dream of (Cosmic Awarness). Basically, they are the same, but Surfer is Manhattan superior.
Superior in powers, and in feats.

Everything you listed, Manhattan can do. He doesn't even need to heal since he has complete molecular control.
He also knows enough that he says he can create life.
His most powerful ability is probably reversing entropy, something I do not believe SS can do.

SS can't duplicate, can't grow in size, can't teleport. Even if he could this doesn't tell how he beats Dr. M.
Bias people don't try to think of the details how the fight will go. Non bias people seek the truth, bias people run away from it in fear.

Mind battles don't equate to mind raping people.
I believe Manhattan is the more powerful (was written to be a God after all) but going by feats Surfer is more solid and less nebulously defined. Maybe if Watchmen was a Universe with more than one superhuman (and thus had a chance for him to shine more) he would have had feats putting him on the level I envision him at.
