I thought the reason was given but alas, I was wrong.
The reason, I assume, was to have as many support personnel on hand to heal the injured. Had they gone out and fought, they would have been massacred just as easily. That would have increased the number of casualties and reduced Soul Societies ability to heal the hurt.
Basically, it is like this:
1. Less Squad 4 personnel.
2. Less of Squad 4 to be able to assist in healing the injured.
3. Less injured healed means more dead.
4. Add in #3 with the fact that many squad 4 personnel would have died, as well, especially since they are generally the squad of the lowest battle power.
5. Conclusion: far more people would have died had squad 4 gone out to help than the number of Shinigami that died as a result of Squad 4 staying behind.
This is not a new idea that I am presenting. This is the typical approach by modern militaries to combat. Your medical squads and platoons are usually not deployed to direct combat so they can tend the injured.
Kubo is not dumb for writing that into Bleach. It shows he may know a thing or two about real-world military strategy. If the Quincy were really interested in decimating the Shinigami, they would have destroyed Squad 4, first, before attacking the rest of SS. They didn't. That shows they lack at least some military strategy OR that was not the real goal.

At no point has it been shown that breaking the bankai of someone reverts them from their bankai form...especially for Ichigo.
