He does not have to make the decision any more than Storm does. If Storm goes to the air because 'that's what she does' and supposedly doesn't have to decide to do anything, Carnage jumps her ass because that's what he always does, he just does it faster since he's up at Spider-Man speed.

They are 60 feet away from each other. Carnage reacts be it to jump at her or shoot at her, Storm reacts milliseconds later and as per her comic book style her first reaction would be to fly. In the instant it takes her to boost of via 300 mph winds Carnage will not have crossed the distance and killed her or shot her to pieces. Especially when shes dodged projectiles in such close range situaions many a time before.
Please acknowledge this many a time before has she dodged projectiles and avoided the claws of a superhuman enemy at close range and escaped or dodged, got out of range and fried them. Its her style.
What you also need to remember is latency. Psycho cassady reacts his symbiote sees this and then carries out the command.

Storms body is specially adapted to be immune to the conditions her powers inflict on her body. Some examples are she doesnt feel the cold, she could quite happily walk through the Arctic naked and feel no discomfort. I'll gladly post scans tomorrow LOL.
