Well, for example, a (comparatively dumb) elephant could pull far more weight than your average human.

When you talk about imposing your will, you're talking about internal factors of your own creation.
She just has either has better moral character than Thor, or Thor's hammer does the clean up for his totally indirect manipulation of the weather.
This should further illustrate that Storm does infact directly manipulate weather.

Loud and wrong. Self-imposed because the lady has the potential to evolve wield unlimited power however, she does not wish to do so. The whole point of the Roguestorm arc was to emphasize this. The lady has Phoenix Force level power/potential. She could have reached that here but chose to turn it down.
She has the potential to evolve into a true goddess and transcend humanity.
Also, Storm can control the forces that governs any universe. She defeated the Trion, the sum of an entire reality. This shows the scale in which her powers work. She is FAR more powerful than Thor. She merely holds back here.
Remember, she was having trouble with that storm while the comparison was being made, so unless you are saying that Phoenix level power is below Thor(since she stated he could do it with a thought) then the story wasn't saying that they were on the same power level, just that they both had inner demons and knew how it felt to be powerful.

Again.. the only time the comparison between the two was made was decades ago... back BEFORE they retconned phoenix into a cosmic entity. Back when green suited phoenix would be pwned by Magneto. The comparison was valid at the time when Phoenix was a hight to mid meta. Then when they retconned her and made her a cosmic entity the comparison was no longer valid. They didn't have the concept of "Omega level mutant" back then. You cannot use phoenix as a basis to say that Storm will evolve into a state that Phoenix has been to.
If two men of equal strength size and skill are out on a battlefield you can say they are equal to one another. Then if you give one heavy armor and massive weaponry, while leaving the other in a loincloth. You CANNOT say that they are equal anymore.

Storm's powers fluctuate because she is apart of a team, as Thor is.
Most of you would make case that Magneto could beat Thor in conjunction with the Avengers at least 3/10 based on their encounters in total ignorance to the fact that certain things work within a story(PIS).
Storm's powers take her to a very high-level as established by writers.
It's just the way it is.

You seriously think that was a valid feat? And you wonder why people insult and mock you?
Storm was having trouble controlling the storm because she wasn't powerful enough, not because of her respecting the elements, the roughsod comment was regarding Thor's ability to simply override them.
Also, I don't recall her doing anything very impressive with the power she channeled in 165/166 and didn't doing so almost kill her.
