KG a multiverse is formed eventually after the creation of a core universe. After time differing vibrational frequencies between atoms cause alternate universes to form and diverge from the core universe at different points in time. The 616 universe as is common knowledge is the core universe and Phoenix created it therefore the multiverse originated from Phoenix. Just like what happened in Dc (as was found out in Crisis on Infinite Earths) Its not a thing specific to Marvel thats just how multiverses come into being. Lucifer and Michael created a universe for the Presence and this eventually splintered into a multiverse which was again condensed down into a universe in Crisis.
As stated most recently in F4 522 Phoenix is the energies of creation, it is also the big bang from which all life in creation is derived.
If you need me to list other sources which refer to Phoenix as the origin point for all life in creation then just let me know.
