Well Arvus, remember that Empire demands results for those huge sums of money you get, for example ability to counter Rebels. I want Drakkon in cage so I can give something to Emperor in case the assault on the city will result in heavy losses and delay of victory, as it now seems possible. And this is not a risk-free mission.
Unless we either shoot down a couple of their ships (not happening) or get some squadrons from Vader (also not likely to happen), the Rebels are most likely going to continue to have superiority over us in that aspect. Don't forget the fact that there's anti-air defenses in the city as well.
Plus I'd just simply rather not land my ship where someone else could get at it easily. Which would be the case if we were to land in the city.
