Regardless of what each Senator feels the best way to deal with the Osokans is, they do not like the idea that a genuine Senatorial mission could be overridden at the whim of the Emperor. It's always been possible, of course, as the Emperor has limitless power, but it has rarely happene this directly. The loyal Senators (to the Empire) will grumble but likely be bought off, the one who do not like the Emperor will simply be more vocal than before, but it's all the middling ones, the undecided ones, the swing voters... those are the ones he thinks you should be worried about alienating.
"You have to make it look like you HAD to go," he advises. "And I don't mean fake it. You have enough enemies that faking it will just delay the problem until exposed. You have to make sure there is a real reason. And if you ask me... that Commissar will make sure that one of the military will be first in the firing line if that goes wrong, because he's under pressure from the Emperor for things to go smoothly.
