Frieza was near death at the end of his fight with Goku. Planet Namek exploded and Frieza was still alive. Hell, his father said a planet explosion is nothing to Frieza. And again, he withstood this while near death and depleted of his power.
It doesn't matter though...Vegeta can destroy a planet during the Saiyan Saga and anybody during the Namekian Saga with a power greater than his can tank his attacks...do the math.

He was already basically dead by the time Namek exploded thanks to Goku Super Saiyan raping him. Am I supposed to be impressed that he didn't disintegrate or something? Not sure how Frieza already being practically dead in every sense of the word and missing limbs translates into "he tanked a planet exploding!"
They don't shoot planet busting attacks 90% of the time. Why?

If anything, I'd stray away from the "planet busting!" argument because as you said weakass characters from the Saiyan saga can bust planets....and Majin Buu's claim to fame was that he blew up Earth and a bunch of other random planets.
Planet busting, regardless of power levels, always gets treated like it's a big deal. Which is why we know these guys don't shoot off planet busters causally. Because they don't.

The only planet busting attacks that have been used in DBZ are the ones which actually busted planets, or - assuming you give statements full credit - the ones which would have busted a planet before the attacks were mis-directed.
So stop acting like every energy attack ever used in DBZ is a planet buster.
