Not really true. We've seen Sif using skill effectively against Masterson, Valkyrie beat Hulk using pressure points, Hercules has taken on Elektra, Thor has kept up with Captain America, Wonder Woman and Orion have both shown to be incredibly potent hand to hand warriors etc.
The major difference is that Thor approaches the Hulk with almost nothing but pure strength and power. Can't really blame the writers, either Thor's a brute or he has to be noticeably weaker then Hulk (Such as when Hercules was getting wrecked but was hanging in due to skill) for their to be a fight. Otherwise it's going to be a domination, and Hulk isn't a throwaway villain like Abomination. As it stands, pressure points would probably not even work against the Hulk anymore tbh and I like Thor being an elite strong man.

Writers conveniently shut down Thor's power all the time man. It's just something you learn to deal with.
He's nearly as versatile as Surfer, practically as strong Superman, arguably as skilled as Wonder Woman and has arguably the greatest damage soak around barring healing factors. If you start getting upset because Thor's not being written correctly, you'd walk around like World Breaker Hulk.
